According to the Shofar Constitution (section 23)

Each Shofar congregation must have their own Quarterly Congregational Meetings every year, at which they need to give feedback regarding the local congregation’s finances at one of these meetings per year.

It is highly recommended that a respected business man in the local congregation be tasked with presenting the local congregation finances at the Quarterly meeting, instead of the congregation pastor.

There is an Annual Pastors Meeting (Pastor’s Summit) in October where the Shofar Support Team give feedback on the finances for South Africa as a whole.

 

Extract from the constitution of Shofar Christian Church / section 23:

QUARTERLY CONGREGATIONAL MEETINGS AND ANNUAL PASTORS MEETINGS

    1. Congregational Meetings must be held 4 (four) times per year by each Congregation.
      1.    The following topics must be addressed by the Pastor during the course of the year:
        1.        The general work and activities of the Congregation;
        2.        The income, expenditure, assets and liabilities pertaining to the Congregation;
        3.        Matters affecting the spiritual and social welfare of the Congregation.
      2.    The Pastor must give proper notice of the meeting to the members of the Congregation at least 10 (ten) working days before the meeting.
    2. An Annual Pastors Meeting must be held for all Pastors in the nation each year.
      1.    At such Annual Pastors Meeting the National Apostolic Team must submit reports on –
        1.        The general work and activities of the National Church during the preceding year;
        2.        The income and expenditure of the National Church for the preceding financial year and the assets and liabilities of the National Church as at the end of the preceding financial year;
        3.        Matters affecting the spiritual and social welfare of the National Church.
      2.    The National Apostolic Team must give proper notice of the meeting to all the Pastors in the nation at least 30 (thirty) days before the meeting which notice must state the date, time, place and the agenda of the meeting (excluding proposed resolutions in accordance with Article 23.2.6). Proper notice is deemed to have been received by the Pastor to whom it is sent if it is –
        1.        Despatched by pre-paid registered post (or airmail) to the Pastor’s declared or usual address, in which event it is deemed to have been received by the addressee on the seventh (7th) day after the date of posting thereof, or
        2.        Delivered by hand to a responsible person during ordinary business hours at the Pastor’s declared or usual address, in which event it shall be deemed to have been received on the date of such delivery, or
        3.        Transmitted by telefax or other electronic written communication to the designated number or email address of the Pastor, in which case it shall be deemed to have been received by the Pastor on the date of such transmission.
    3. Should a Pastor not receive notice of the meeting, the proceedings are not invalidated thereby.
    4. An Annual Pastors Meeting is duly convened when a quorum of the Pastors is present.
    5. The National Leader is the chairperson of the Annual Pastors Meeting. In the      event of his absence or inability to act as chairperson, he must appoint another National Apostolic Team member to act as chairperson.
    6. In the event of a resolution, all Pastors are qualified to vote:
      1.    Proposed resolutions must be submitted to the National Leader at least 10 (ten) working days before the Annual Pastors Meeting and approved by the National Apostolic Team at least 5 (five) working days before the Annual Pastors Meeting.
      2.    Approved resolutions must be communicated to the Pastors at least 3 (three) working days before the Annual Pastors Meeting.
      3.    A resolution shall be carried by a simple majority of all votes cast, each Pastor present having one vote.
      4.    Voting shall be done by secret ballot.
      5.    Votes shall be counted twice immediately after voting by at least 2 (two) persons appointed by the chairperson in front of the assembly of Pastors and the result shall be announced immediately after counting.
      6.    In the event of an equality of votes, the National Leader must exercise the casting vote.
      7.    Any resolution adopted is binding on the National Church only after written approval of the International Apostolic Team is given.
    7. The National Leader or chairperson of the Annual Pastors Meeting shall appoint someone to keep minutes of proceedings and shall submit a copy of the minutes, together with a copy of the Annual Report as contemplated in Article 23.2.1, to the International Apostolic Team within 14 (fourteen) days after the meeting for their approval. The minutes and a copy of the Annual Report must be sent to all the Pastors in the nation after it has been approved by the International Apostolic Team.
